Your VDS or what to call it?

Good afternoon.
Previously, I installed Centos on my PC (in order to raise a web server), and managed it remotely via the SSH protocol., but it often becomes necessary to reinstall this operating system (since I am not very strong in it yet and make mistakes that are then difficult to return ). In order to reinstall Centos on this PC, I need to be located directly next to it .. Is
it possible:
reinstall them by connecting to this Windows server.
b) Perhaps there is already another similar software for implementing this idea (almost sure that there is)?
c) Suggest your own version of how to organize (perhaps more rational) what I have planned ..

the easiest option is to forward rdp to the windows server on which vb/vmware/hyper-v
is up.. more difficult and cooler, install a hyper-v server and cling to it with any of the available 5nine dashboards for example.
even harder and even cooler, raise openstack / cloudstack

There is also such a good thing - KVM is called. Connects instead of a keyboard, mouse and monitor, and broadcasts them to the network. Dear truth.
There is similar hardware in most modern server platforms - it is called IPMI or iLO.

Proxmox VE . Implementing virtualization on it is very simple.

VDS hosting control panels, for example. We have already written about proxmox. There are others.
But again, it depends on why you need it.
Maybe Docker and Vagrant will do.
