Changing keyboard layout in Debian liveCD?

With the help of the live-build program from Debian, I created a live-cd for my needs without x. Everything was assembled normally, I wrote it to disk, it booted. In the console, the Russian layout and none of the key combinations known to me could switch the layout.
I tried to put gdm3 - the result is the same. What package is missing or what am I doing wrong?
