Check the domain on ssl checkers:

There are configuration errors there.
It is also possible there that different IPs are issued in DNS periodically, then on different IPs there are different SSL settings.
Try to ping topir.ru at the moment when it works and at the moment when it doesn't work - check the IP addresses.
