Perhaps the question is off topic, and not here, so ... I decided not to buy a PC, but to assemble it, for this we need competent assemblers, with a guarantee and other things, can anyone advise? (In Kiev, of course).

After all, the guarantee will be for all components separately - mother 1-2 years, percent 3 years, etc. I am sure that the collectors will give a maximum of 1 year for everything.
IMHO, you should just find a good friend or acquaintance who, for a piece-rate payment, will advise and assemble the config. Finding someone who works as a system administrator or works in a service is not a problem, after all.
Now assembling a PC from components is feasible even for a schoolboy, absolutely nothing complicated.
