Xilinx ISE in a virtual machine. How to reach the board?

There is a need to work with one board (Spartan 3e Starter Board) for several users.

host. Machine : Win7 Ultimate
Virtualization Environment : VMware (tried others with no result yet).
Board: Spartan 3e Starter Board, USB connection.
Wirth machine: tried WinXP-7 + ISE 10-14.7.
Result: Impact (and the EDK debugger too) do not see the boards, sometimes the JTAG chain is scanned, but it is not possible to flash or check.

The goal is to work with the board via Remote Desktop Connection (or equivalent). After the user disconnects, the environment settings must be reset. (I assume restoration from a snapshot).

The board is connected to a computer, which also serves as a file server, etc. so a direct user connection to the Windows host is not an option.

Or, as an alternative, but less desirable option, transfer USB over the network.
