What virtual machines are capable of limiting the processor frequency?

I'm looking for a virtual machine in which you can simulate an old computer.
In VMware and Microsoft Virtual PC with which I often work, you can only limit the memory, but as I understand it, the processor frequency is the same as on the host machine.

Is it possible to somehow limit the frequency of the processor and the number of cores involved in order to fully evaluate the performance of a particular software on the intended configuration?

In VirtualBox, you can limit the number of cores and the CPU usage limit.
Set 1 core and (let's say you have 3 GHz, then) 30% download limit.

dosbox. Specially there are tuning options to fit those games that were tied to the frequency of the timer, such as monti.

The number of cores in any one is probably possible. Take a look at virtualbox.

Directly in any way, it is usually set through priorities.
To simulate an old machine, you can do the following. Create an image for VirtualBox with minimum system requirements. Install Windows in it.
Do not install guest extensions (this will disable video driver acceleration).
After installing Windows, you can configure the Execution cap for the processor and then your system will start to slow down (here you need to experiment, you can also reduce the memory size to the minimum possible).
Next, install chrome and set up throttling for the network (this will simulate a bad connection).
If you do not want to configure Chrome, then you can always cut the speed on the web server side.
