BU server or new PC for virtualization?

Hello. This is a noob question, and there may have already been something similar, but I'm faced with a choice, and I can't decide.
I want to have a server for virtualization, the load will not be big, but a lot of things:
Mysql, Backup Server, ZABBIX, 1C server, Win7 for small programs, and 2-3 more virtual machines for little things.
maxi budget 40k
Take an old server, for example
Or take a good new PC with DDR4 memory and a fresh processor, for example I have a PSU + case + video.
An ordinary PC turned out to be even cheaper, it can even be more interesting to assemble. Everything seems to be in his favor. But I'm not sure. Who had experience tell me what to buy. Noise does not bother, as it is taken for the enterprise.

The server is dead. Better PC on a fresh platform.

The new ryzen is definitely better than the old server, in addition, take 32 gigs of memory right away - 8 gigs is enough for only one or two or three virtual machines. I also recommend adding a little more and taking an older ryzen. Kernels are not redundant.

Better a new PC and a good SSD drive or better

Do not listen to these advisers who never had a normal server :) The server for server tasks works much better than the desktop. Even BU. He does not need a fancy video - he has it built-in, and even that will not be used - iLO decides. He does not need a fancy cooler - he has six of them in a set, no less. He does not need a fancy case - the server usually has a 1-2U case (depending on the number of disks).
The only thing to pay attention to is support for SmartArray 410 in vmware (if you install it). vmware just doesn't see soft raids point-blank, and it might be better to change it to adapt. Well, I didn’t see the disks in the specification - and they will eat up half the budget.
For smart people - I just have a server at home:

2xXeon E5620 (4 cores, 16 logical cores)
24G RAM
Adaptec RAID 5405
4xSeagate ST2000NM0008 2Tb (RAID10 4Tb)

I took a year ago for 60 thousand in ittelo.ru I'm happy as an elephant.

It doesn’t matter what to take, the main thing is if you want virtualization and a hypervisor, then take any hardware, but with support for this very virtualization, since, for example, “home” motherboards do not support this very virtualization.
It is better to take a control unit, since the price / performance ratio is better, and if there is not enough power, then you will take 2-3 pieces for the same money, distribute the power and get a benefit in performance by the same 2-3 times.
I looked at the pieces of iron for myself, that's what I liked:
mother: ASUS P8B-M / C204 chip 1155 - 8,101.61 rubles. link
proc: E3-1280 v2 69W LGA 1155 - RUB 8,459.28 link
ikvm5 in Russia saw for 2600r, super thing.
The case is more or less optimal:
1U660-HS04 1U without PSU - 7750 rubles.
1U660-HS04/250DS 250W - 10800 rub.
300W - 11520 rub.

memory and hard drives have not looked, but you can choose it yourself, depending on the tasks

The server would make sense for serious production
. It is much more reliable.
But a regular PC is always faster for the same money. And even more fresh.
