Xeon X3440 + Asus P7H55-M Pro = 1 core out of 4(8) working = low FPS. How to decide?

Dear experts, help solve the problem with necroiron.

We have the following config: Stone :
Xeon X3440 (overclocked to 3.9 GHz) Motherboard
: Asus P7H55-M Pro (Latest BIOS 1709) 2gb + 2gb + 4gb (CPUZ says that the memory works in 2-channel mode) Video card: GTX750Ti 2gb (also tested on RX460 2gb) PSU: QDION 500W Tower: Aerocool Verkho 3 SSD: Kingston 250gb The problem itself : Low fps in games (1-16) when all 4 cores + 8 threads are enabled, it doesn't matter if stock clocks are running or not. I reset the BIOS, removed the 4GB stick, etc.

Only one thing helps - to limit the number of cores (through MSConfig / BIOS, I accidentally stumbled upon this post and tried How to solve the problem with the number of processor cores? )
For example, without limiting CPUZ shows 4 cores and 8 threads. If you limit, then there will be 2 cores and 4 threads, in which case the FPS is unstable, but beyond 30 at least. Like on low settings in GTA V 45-60 (with lock on 60). Sometimes drawdowns up to 25.

Wool all the forums, asked bloggers who take benchmarks of this processor on the same motherboards, no one knows the answer ...

@SteelFace

All those who say that the mother does not have the support of the mother, etc. etc. - Go smoke materiel, please.
Through a long search for a bug, due to which only 1 core was loaded, the following was found out. Owners of ASUS motherboards SHOULD disable jmicron! This controller conflicts with the video card and because of this, friezes, lags, etc. begin.
