XenDesktop How to synchronize input language between Mac and Windows?

There is a workplace with Mac OS 10.13.xx. There is a remote workstation with Windows 7. Connection is via citrix receiver for mac (v 12.9.0 52). On the Windows side, xen desktop version (HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Citrix) shows 5.0.
And there is a problem that insanely infuriates:
Both Mac and Windows have 2 keyboard input languages: Russian and English. And different combinations of the active language on the part of the poppy and Windows give different effects:

MAC: EN, WIN: EN -> Win language is English. Things are good. Hotkeys (cmd+A, cmd+c, etc) work, letters/numbers are entered normally. Keyboard layout (. , % ^) in place (as drawn on the mac keyboard)
MAC: RU, WIN: EN -> Input language for Win Russian. Hotkeys do not work , and they do not work through cmd and through ctrl. The keyboard layout goes astray (becomes not mac)

As a result, you can normally work only with English and with Russian in combination MAC: EN, WIN: RU, but without a normal layout.
With this approach in Win, you have to use the system hotkey for switching the language, which is confusing.
Ideally, I would like to work in the same way as when starting VDI from Windows: the input language is synchronized both on the host side and on the virtual machine side.
Has anyone been able to fix the problem? The second day I google, nothing helps.

I also struggled with the problem of hotkeys with the Russian layout, as a result I settled on this option (But on Win10, I don’t know if it will work on Win7):
You need to configure language switching on the remote Windows instead of switching the layout.
Go: all options -> advanced keyboard settings -> keyboard shortcuts for input languages -> change keyboard shortcuts -> set ctrl + shift to change language, not change layout.
After that, you need to switch the language in Windows with a combination of ctrl + shift. (Or command + shift) Mac should always have Eng.
This does not sync the language between macos\win, but allows Windows hotkeys to work properly in both languages

It is necessary to download and install the layout with the name of Ilya Birman and everything will work, I additionally corrected this layout for myself through the uklele program. Instead of ? put an end to the macbook. And the question is entered with the option pressed.
