WSL architecture error?

After a while of using WSL, I ran into a problem - you cannot use ports below 1024 and the Apache2 and nginx configuration files are not immediately updated. And if I still somehow managed to get a Let's Encrypt certificate, then it's hard with two problems. Firstly, why, even when starting services as root, you cannot use ports below 1024, and secondly, why, after changing the Apache2 configuration and replacing the port in it, does it still try to raise the server on port 80? How to solve problems?

WSL is Windows Subsystem for Linux, it's not Linux, not real Linux, if you will. It is necessary that it works like in Linux - install Linux, and WSL has many limitations, and the network stack is perhaps one of the main ones.

Both servers are available in the native version for Windows.
