Wrui virus, will reinstalling Windows help?

I picked up a virus called wrui, downloaded a bunch of antiviruses to decrypt files, but everyone writes something like: "an electronic key is needed, the antivirus cannot unzip the file." Who knows how to restore, write, but as far as I understand, I can’t restore, all the files on drive D, the question is: will reinstalling Windows help? The problem is that even new files are encrypted, so I thought maybe reinstallation would help?

Delete all suspicious files (preferably through the system recovery console), the program that is infected, if possible - boot from safe mode and clean everything thoroughly, also look for information about decoding, also try antiviruses such as: Malwerbytes or Eset nod32. Good luck!
And always remember: Reinstalling Windows - Not the only way to solve a problem!
