WP framework for integrating layout and changing all content through the admin panel, which one to choose?

Hello.
There was a following question. There is such a layout . I remade it a bit (as a directory site) and now I need to make integration under WP so that I can change all the content from the admin panel. For example, a site description and a link to a full description page. This is where Recent Work will be as Goods, and instead of the Full portfolio button it will be Show more (loads goods). I should be able to change their admin panel. There will also be a transition to the page of the full product and there the button Order - pop-up takes off.
And yet, it is desirable that the framework has the ability to make two versions of the site (rus / eng).
How can all this be implemented and what framework to use? Perhaps you can recommend some tutorials?
