Work of old software in windows 8

The essence of the problem :
There is a program that normally works in versions of windows up to 8. In the eight, the program window opens more than the size of the desktop. In the program itself, initially there is only a close button; you cannot collapse or resize. When you try to drag the window, the program goes to the screen of the initial menu of the program, i.e. exits the main mode.
More :
The veterinary clinic had software for working with the Cardiomaq PC V cardiograph. The cardiograph itself is a small box with a signal converter, it is connected to USB, and the processing is already done on the computer. Until now, it has been connected to a laptop on the seven, but it will soon give up. Since the manufacturer does not offer a solution to the problem with the program window, and I really don’t want to put the seven, a lot of equipment, programs and databases already configured and used are tied to the computer, I ask the community for tips. Now it is impossible to work, because. control buttons are behind the screen, there are no hot keys and the window closes when moving. Is it possible to do something?

Have you tried playing with different options in the properties of the EXE file in the "Compatibility" tab? Try it, it should help.
You can also try to do as in the picture:

Of course, different parameters were selected in the "Compatibility", but nothing helped unfortunately. The picture you provided is not displayed.

This is easily done without any pictures, if you use the latest achievements in engineering.
PS Made purely for fun

Better picture. Although it is possible to make it up, not cross-browser, and there will be more code.
I remember in the noughties they liked to make complex elements into tables. So, as the pictures were turned off for many.
Each pixel-sized cell had its own color and it was pixel art. Weighed dofiga, but also worked with disabled graphics.

In your case, this will be the most correct option. Of course, you can get worn out with svg, but it's not worth it.
PS It's bad when a designer has a very distant idea of layout.

the gradient can also be done through css, and it will be 1 in 1
