Failed to request USB device descriptor from HDD?

Guys help, the situation is as follows:
I plug in the cord, it boots for about 5 minutes, the indicators on the HDD start flashing, then this message:
Windows has stopped this device because it reported a problem. (Code 43)
Request for USB device descriptor failed.
There is also a laptop, and Ubuntu is on it, so she also does not see this damned HDD.
I've tried everything that was suggested to me by Google.
Are there any ways to get to the information on the HDD?

Well, the adapter is dead, so what? Change the SATA-USB adapter to a working one or connect directly via SATA. Disks with "only USB" can also be connected via SATA by cutting off part of the board with the adapter by soldering.
