I connect to the phone without problems, but I can’t manage via Ip, it doesn’t open a page with the address shown in the example. Tell me how you can connect the relay to Node using the Internet access point of the phone

The tethering mode on the phone uses its own DHCP settings. You need to look at the Connected devices section, the current address will be indicated there
