for IT people, your problem is far-fetched.
Officially, under the Work and Travel program, they offer to get jobs in service positions that have little to do with the IT field. But no one will forbid you to go there and try to find the right job. But, I will say that the chances of getting a job in this area for the summer are scanty, since there are enough specialists and preference will be given to a foreigner who is clearly not a part-time worker.
Try asking your question on thematic forums, for example, on the forum of the Work and Travel program. You can really find something, I think, only through good connections with people in the USA.
And, may I ask, what is it for? You can earn extra money there not necessarily in the IT field.
Tip: it’s better not to go to big cities, although of course it’s up to you. Acquaintances traveled this summer, it is not always possible to get a job even in maintenance, some have been sitting for a long time without a normal job. Especially in LA and NY, at least there people complained about it. Counter-example: a friend went to Aspen, in general, without any problems, she got two jobs: in a coffee shop and a clothing store.
