Wordpress v3.xx + FreeBSD v8.2 x64 - problems with Russian localization after installation?

Guys, I'm here with an interesting problem. I decided to install the latest version of Wordpress v3.xx RU on a server running FreeBSD v8.2 x64, but I still try to solve the problem that arose after installation.
The archive with the latest version was downloaded from the office. source - ru.wordpress.org Created a database, corrected the settings in wp-config.php and successfully completed the installation. As soon as I logged in and got into the admin panel, I saw that the entire interface is completely in English. I spent time looking for possible solutions on Google, tried all possible options, but the interface, to my regret, is still EN.
What I tried
wordpress.org/support/topic/localization-not-working— changed 'WPLANG', 'ru_RU'); as soon as it came to mind, to no avail;
www.bluehostforum.com/showthread.php?11536-For-all... - this solution, unfortunately, is not relevant for the 3.xx branch;
mywordpress.ru/faq/#anchor1 - did not help.
I also tried to install a purely bourgeois assembly or with any other localization, all the same, the localization located at /wp-content/languages/ is ignored.
Please help with practical advice in solving this non-standard problem.

The problem was in the NuSphere PhpExpress accelerator (php accelerator), which we once installed for the correct operation of the product called "Sypex Dumper Pro 2.0.8".

you did not use the installation of the wordpress itself? otherwise why did you change the settings in wp-config?
Yes, I didn’t use it, because the wp-config.php file, in my case, had to be created manually. wp-config-sample.php -> wp-config.php

We decided to turn it off and everything worked fine for us.
