Hello, the task is to display entries in the column of the last added materials in the block, with the possibility of external visual change of the displayed material (font, color, style) depending on the selected options.
Display on the main page in the block. Advise implementation methods (plugin, code or other methods)

Probably the easiest way (without using a plugin) is to file a suitable widget.
It is more difficult to make a settings page for this block ( https://codex.wordpress.org/%D0%A1%D0%BE%D0%B7%D0%... ), and, accordingly, a function for displaying this block.
