Wordpress categories and Woocommerce categories not being deleted?

When deleting a rubric or category, an error pops up "Sorry, you are not allowed to perform this action."
The administrator is the main one, there are no other users.
Tried changing the theme, didn't help.
I tried disabling all plugins, leaving only Woocommerce, did not help.

What can be wrong?

Check if the wp_options table has a wp_user_roles field in the database
