Woocommerce upsells only show to admins - how so?

I got the site for modernization, the bootstrap theme - they started using upsells, BUT this block is displayed ONLY TO ADMIN users, it does not show other roles.
I don't understand where is the hiding.
Moved upsells to different places, installed a plug-in for displaying upsells - nothing helps either, only admins see these upsells.

Help to understand how it could be disabled for users? And how can I get it back to normal?

UPD: I found out that users are assigned the Subscriber role by default, if you change the user role to Customer, then upsells begin to be shown ... However, where this rule is written, to whom to show ups, and to whom not - it's not clear, upsells should be shown to everyone by default
