Is it possible to make 2 blocks with comments for one product, open in tabs. One is used as feedback, the other as answers to questions?

Perhaps, why not?
The simplest option is to add hidden fields to the comment forms, such as type. Save its value in a comment, scatter comments across tabs according to the value of this field
