Hello!
1) it is not necessary to place the payment and the cart on the same page so that there are no reloads. You can integrate ajax.
2) yes, you can place the shopping cart and the payment form on the same page. Ready-made plugin - https://wordpress.org/plugins/woo-single-page-checkout/
You can look for analogues... Well, or write from scratch using woometer endpoints.
