An acquaintance in Minsk needed cash. With cash, I'm not doing well yet, but Yandex.Money and WebMoney have accumulated enough to help out a friend. How can I transfer e-money to him so that he receives it in cash? Preferably without extortionate interest :)

no way. there is no poison there, the output of the vm is only if there is a personal certificate. More specifically, wmtransfer.by, I don’t remember exactly. As far as I remember, VM is still illegal in BLR.
