Will a foreign customer be able to replenish (transfer funds) this card from abroad?!

Upwork withdraws to the bank account only in rubles.
Maybe in currency. So I was transferred from Singapore in Dollars to an Alfabank visa card through a visa transfer, sort of. transfer costs 7 dollars.

To withdraw to the card, you will need to link the details of its account.
A foreign client will have to replenish the balance of the upwork and pay you through it, and then withdraw wherever you want
