WinServ 2012 AD distributes US currency format to computers in the domain, how to fix it?

I decided to experiment with a domain controller on winserv 2012 eng, and came across a problem with the gpo settings, the usa date and time format, windows on Russian clients, respectively. How to fix?
I tried to add regional settings for the control panel, but this did not change the situation.
