Winrar doesn't archive in two folders on Windows 7. Permission denied?

A user in the Winrar domain cannot create an archive in only two folders: Desktop, My Documents
In any other folders, it creates archives. I also ran it as Administrator, looked at the access rights, they are absolutely identical to the neighboring folders.
UAC is disabled.
