Can the WinPcap library be statically linked (the -static switch has no effect). When transferring the application to another computer, it requires wpcap.dll

Winpcap is not only an application, but also a system driver that implements a virtual network adapter (as far as I know). Of course, you can link the client part statically, and the driver - according to any separate entity.
