Windows, problem deleting files?

Greetings!
This situation: two computers: Windows 2000 server and my working WinXP, I take an arbitrary file, for the “everyone” group I put all the checkboxes “prohibit”, as a result I can’t even open it for reading - this is logical, I can’t delete it - it’s also logical, but here is shift+del, i.e. past the basket - you are always welcome.
How? How is this possible??? Can any program so affect the system?
File system: NTFS.

As far as I remember, deleting a file does not require permissions to the file itself. This is controlled by the "Delete files and subdirectories" privilege on the directory where the file is located. In general, it is logical, because deletion is a modification of the contents of a file entry related to a directory.
