Why does the user not have permission to view certain pages on the site?

You need to download a pdf document. The link is public and is issued in the Yandex search engine. But, why if you remove the document itself in the link, then the access rights are limited?
Example:
www.inform.ru/.../documents/normative_acts.pdf - it is downloaded directly, and if you remove the file itself,
www.inform.ru/.../documents/ - then access is restricted with showing 403 "access denied" errors ".

Because in the server settings there Options -Indexesis a ban on reading the contents of the folder. And there is no file in the folder from the directive list DirectoryIndex.
