Windows phone emulator - not installed, what's the problem?

I've already tried all the different methods, it just doesn't work to install the emulator. According to the system requirement, everything seems to fit.

Hyper-V is not installed.

Dig why Hyper-v is not installed, without it it will not work

Because on the regular version of Windows for one language, Hyper-V is not supported. Requires Pro for 6000r. This is probably how MS popularizes development for WP. In such a way. Only on a real device. I recently discovered it myself when I bought a new laptop. Before that, the old Pro was licensed. Naturally, in order to just try programming under the vinfon, I won’t even think about buying Pro. It's easier to start on android.
