Options for monetizing free apps on Windows Phone

Faced the problem of monetizing free applications on Windows Phone. The main problem for me is the lack of a decent ad network. Now I use Pubcenter , but I am extremely unsure about the withdrawal of funds. (I am in the CIS). Therefore, I had a few questions:

1) Has anyone withdrawn funds from Pubcenter to countries not listed on their list? If so, how? Is it even possible?
2) What are some good alternatives that would support all devices (not like AdMob) and have a good withdrawal method?

There is no way to get money out of Pubcenter.

As an option, insert your own banner into the application and change the content from the server. But for this you need to look for advertisers.
