Windows performance tuning program, how to find?

Last year I saw an article on a company blog about their program for fine-tuning windows configuration. Alas, I was stupid and did not save it anywhere, now I can not find it. Maybe someone remembers this one?

Performance can't really be improved.
There are tweakers that turn on or turn off different goodies. Ultimate Windows Tweaker for example.

To speed up performance, you need to disable background services and programs from autorun that are not needed.
If the hardware is old, then a lot of things can be optimized there, and if it is new, then this will not give a special increase.
However, you can disable something wrong, so it's better not to touch the services.
Usually, on the old hardware, SWAP was taken out to a separate disk, now, when the memory is from 4 gigabytes, it is not always necessary.
Threat, by the way, Windows can slow down and because of some stupid software, such as Skype, you have to look in the task manager to see who eats how much ..
