Windows hotkeys: how to simulate pressing another key?

I want to create hotkeys to simulate keystrokes on the keyboard.
Let's say pressing "FN + J" simulates a down arrow "↓", and "FN + K" an up arrow "↑".
What do you say?

I don't think it will work.

Fn is a very mean key. As already mentioned above - it is hardware. But that is not all. On many laptops and/or keyboards, fn is not just a hardware fn, but it also generates a key combination rather than a specific media key. How to solve this problem? I have found two solutions for myself:
Naturally, this does not solve the problem, but it allows you to mitigate the consequences, as in my case.
