How to set up Windows (or do you need a Windows Server?) So that, including the computer, it opens one program (for the video surveillance operator) and it cannot be closed or something like that. So that there is nothing but this program (neither the desktop nor the taskbar, only this program).

This is called kiosk mode. Previously, it was available only in Windows Embedded, but now it is also available in the regular Pro edition.
There are a lot of guides on the Internet and everything works perfectly.
