I have a need to have a virtual Windows 10 in the cloud. So that you can connect from different devices and work. At the same time, I cannot say that the demand will be stable.
I am ready to pay about 300 rubles / month. even if it didn't work. But it is advisable to pay only in those months when the work was.

I doubt that according to your criteria, at 300 rubles a month, it would be possible to get hold of Win10 legally. Hosters are not patrons, they are usually businessmen and they don't care what you want. There is a cost, there is an added value. These are the parameters to be taken into account.

What's stopping you from keeping your home computer turned on with an "honestly stolen" win10 license (forgive me if I offended you and you have an OEM license)? Buying a static IP address from an ISP?
It will be much more budget friendly.

No way. Or take VPS and put there 10 or a dedicated server.
If the VPS is already pre-installed windows server and most often you will not be allowed to install an arbitrary windows.
Although if you search - you can find something for 1.5-2 thousand per month.

300 rubles a month is a sentence for you, you won’t find windows legally in the cloud, only a pirate, and even then - for that kind of money it’s hard to find a virtual machine with enough RAM.
Think carefully, perhaps linux and wine are suitable for your tasks ? The latest versions provide very good support. In this case, you can take advantage of all the delights of cheap linux vps with prices starting at almost $2 per year (well, windows applications won't fit there - there's not enough memory)
The main reason is that Microsoft has set very high prices for the user's workplace in the cloud. Moreover, you can’t even legally find an OEM version of some home version (they are usually cheaper) for self-installation in a virtual machine - because this is prohibited by the license agreement (in theory, you can find some kind of non-server hardware for rent and comply with license, but the price of such is usually higher than 300 rubles per month), the minimum version that can be installed in a virtual machine is windows pro.
Plus, the cheapest openvz/lxc virtual machines won't work for you, because they are only for linux, i.e. you will have to take kvm - which is usually 30-50% more expensive.
