Windows creates new "networks" after a reboot. How to prevent it?

Worth a dozen with the latest updates. I surf the Internet via the Internet from an android phone. The Internet is distributed via USB Tethering.
Problem: after each reboot, Windows reports that network 1, 2, 3, etc. has been detected. (the number grows each time), and then asks to make files from this computer available on the network yes / no.
Please tell me how to remove this behavior. The phone does not change, the usb port too.

No way. Every time a new subnet with a new gateway is issued, this dialog appears so that Windows can remember whether this network is public or not. This is due to the security settings being different for the public/work or home network.
