Windows assigns a temporary ipv6 address, how to remove it?

Windows 7 assigns two ipv6 addresses to the network interface at once, one permanent and one temporary, which changes itself periodically.
Is it possible to disable temporary ip address? I encountered such a problem that the torrent client tells the tracker and via DHT a temporary ip address, and since it is constantly changing, I cannot configure a firewall rule for it that allows incoming traffic to the port of the torrent client.
