Windows and Linux on external SSD, is it possible?

Good evening everyone. I recently purchased a very fast external SSD and I want portable systems on it: InLvL! OS 8.1 (Based on Windows 8.1, https://inlvl.tk/os ) and Linux Mint 20 Xfce.
But, I still need to have:
- Both systems work on modern laptops and PCs (Not all laptops or PCs can work with NTFS, if it is)
- So that the bootloader is on an external drive
- So that I can install my programs and freely use the wallpaper systems
Is it possible? If yes, how to do it? Thank you earlier!

With Linux you can! I'm not sure about Windows...

Can. You can safely write any number of wasps there, although it is not at all clear what a very fast ssd is? I only know about optanes.

Of course you can
Only install in order: Linux -> Windows
You can install in order Windows -> Linux but then you have to restore the bootloader
