Windows 8.1. How to install metro app without store?

Switched to Windows 8.1. It doesn't have desktop gadgets like in Windows 7, but they are successfully replaced by Start screen tiles. As I understand it, tiles can create metro applications that can be installed through the store. As far as I understand, metro applications have nothing to do with regular Windows PE applications, they are somewhat similar to Android applications. The question is, is it possible to install the metro application simply from a file, not through the store, I don’t want to link my computer to my Microsoft account, I don’t want to be followed? I need applications showing the weather from the Russian meteorological service, and not from the American one, the balance of my mobile phones and the phase of the moon.
