Windows 7 won't start after reboot. What is the problem?

Windows has stopped loading and is running diagnostics and a startup repair process. This process fails.
We received a computer with a preinstalled operating system Windows 8.1 (64-bit). The computer worked before the first restart, and after starting, computer diagnostics begin, and then system recovery starts. Unable to restore.
They thought that the problem was with Windows - they reinstalled the system and installed Windows 7 (64-bit), with a preliminary formatting of the hard drive and resetting the BIOS.
It was installed normally, but after the reboot, the system recovery process starts again and did not end successfully.
Please help with solving this problem.

Take any live bootable media with service utilities, boot from it and test: 1. Memory 2. HDD 3. Load testing 4. everything you see fit I can recommend
adminpe.ru for download - everything you need is there. Possibly bad memory or disk. But memory usually appears at the stage of installing Windows, but, of course, not necessarily.

The problem may be in: The
old version of the BIOS cant with AHCI.
In the HDD. (I'm more sure of it)
In RAM (You can check for errors), although if this is the case, then there should be a BSOD.
Install Linux and look at the work of the PC if everything is ok, then it is quite possible that the OS assembly is a curve.
