Windows 7 won't resolve hosts. How to diagnose the cause?

A machine was found on the local network that does not resolve hosts. there is a ping to dns, even up to 8.8.8.8, but nothing can be sobered up. nslookup too.
Naturally, I thought about the firewall - but it is turned off. As it turned out, it does not start with error 0x80070422. But this is a different story. After all, once it is turned off, then it does not block traffic.
What else to pay attention to? check what? can someone come across?

I would check:
1. network settings, including statics
2. hosts
3. check for suspicious services and applications in memory, some kind of AVZ in addition to your standard antivirus
4. work without a firewall (disabling in the control panel and not as service)
5. connecting to another network port (networkers mocked me like that)
6. checking for prohibitions on the side of the server serving DNS

route print
and nslookup issue without parameters
