Windows 7: Unprivileged users cannot open TCP connections

Hello, we are

moving from xp to 7 on our domain with AD running Windows Server 2008 R2. The problem is that programs run by ordinary users cannot open TCP ports. Everything works with admin rights. Firewall is disabled.

What to do? Thanks

Outgoing connections not opening? Or only ports for incoming in certain software (written in .net/wcf, for example)?
If the second, then you need to add Namespace Reservations, something like this: msdn.microsoft.com/en-us/library/ms733768.aspx

Windows doesn't distinguish between ports above and below if I'm not mistaken.
The software is written in C with wsock2 directly.
The problem turned out to be that the software was on a network drive. Run from local disks - ports open! And with admin rights, they open from everywhere.
Here is such an absurdity.
