Windows 7. Unable to access the Windows Installer service, any solution?

I can't access the Windows Installer service, tried everything I knew myself and found by googling. Imported registry keys, re-registered libraries, did not help.
sfc /scannow writes that some files are broken, but did not fix anything. Let me know what you can try.

Look for the presence of files -
C:\Windows\System32\Msiexec.exe
C:\Windows\System32\msi.dll
Look at what is in the registry at
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver
If there is no partition, unload the appropriate partition from working windows 7
.Check service dependencies .
Check the permissions of the service file.
