Windows 7. Two monitors. I connect via RDP (VPN) to a PC, all icons from the second desktop are transferred to the first one. How to fix?

How can I fix this, does anyone know? Or how can I take a snapshot of the icon layout on desktops so I can restore the icon layout?
Windows 7 does not fully support more than one monitor. The taskbar is only on one screen, some problems with the transfer of icons.
Does Windows 10 have this issue?

Why "can't"? As soon as he can. Those. implements a script that makes all icons in a single workspace visible. Those. for example, you connected 2-3 more monitors to your laptop / tablet, dragged icons and application windows onto them, and then turned off these monitors. If Win doesn't put them all back on the only visible monitor, how will you work with them?
When connecting via RDP, I assume you have only one monitor visible, the main one?
What you need is "virtual desktops". In Win 10, they are built-in , but since everyone understands logic differently, most likely they will not suit you either.
