Windows 7 blocks batch files / binaries from changes after launch and close, how to avoid?

Kolupa I mean exe file with a HEX editor. Saved the changes to it. Launched. I realized that I didn’t change what I wanted - I closed it. I change something else - bam, I can’t save it, because you see, Windows blocked it from changes. The same story with batch files.
You can delete a recently executed file, then it will hang in the file manager for about a minute, having lost its icon, it will no longer be possible to launch it.
There are no antiviruses. The usual MSDN seven. A paranoid system where muddy binaries are launched exclusively in sandboxie and proprietary software to a minimum.
I would be very happy with an off-duty answer from a person who understands how Windows treats executable files.

The answer came from another source, Windows Search Indexer was the culprit. :)
