Windows 10 x64 freezes after a while and how to install Windows if only x32 starts?

Such a problem.
I have x64 percent.
I remember it was 10 and if you turn it off with a hard reboot, then at startup it would freeze and return to normal only if you had time to press the reset button.

Downloaded WinPe by Sergey Streltsam, started with Windows 10 x64. And after a minute it freezes tightly (even capslock does not change).
I do not have time to run setup.exe for Windows.

I decided to start with Windows 8 x32 (64x was not), then everything is fine, but setup.exe does not start, since the program is for x64, but the system is x32.

How can I install Windows without setup.exe? There is an .iso image of Windows.
