Why if you listen to music at 100% of the volume of the Windows itself (not the player), and when the volume is lowered by 98, then the sounds / music become almost 2 times quieter? Can this be changed somehow so that it reduces the volume of sounds proportionally?

Disable muting of other sounds while playing Windows Sounds. You can find it in the sound or system options.
