Windows 10 PHP not working?

Installed Windows 10 and was very surprised. Tried installing Open Server and WAMP.
All CMS work fine.
But, I create an html file in it there is some kind of php code. Everything is done except php, and php is commented like this:
<!--?php ?-->
Where to dig?
