Windows 10 Monitor won't go to sleep?
The essence of the problem is that some application or service does not allow the monitor to go to sleep. I even downloaded nircmd for testing and the monitor turns on immediately after going to sleep. After a clean install of the latest Windows 10 + GeForce driver, the problem is actual (yes, unfortunately, I did not check). If you switch to safe mode, then there is no problem.

Try removing Geforce Experience - spyware. It causes more problems than benefits.
It naturally collects a bunch of information not related to the video card (and even about software that is not "games" at all), supposedly "to improve user experience", yeah, we know their "experience" :).
