Found a solution for my case.
The fact is that my Users folder was transferred to D:
Version 1703 has a bug that does not allow you to update the system if the Users folder is not located by default.
1. Transfer the Users folder back to C: using this guide: www.oszone.net/27689
2. Roll up the update.
As a result, component update 1803 (actual) was successfully installed.
