Windows 10 Enterprise update crashes from 1703 to 1709. What is the cause of the error?

The Fall Creators Update (1709) downloads, starts installing, but then just crashes halfway through the installation, with duplicate entries in the log:

Found a solution for my case.
The fact is that my Users folder was transferred to D:
Version 1703 has a bug that does not allow you to update the system if the Users folder is not located by default.
1. Transfer the Users folder back to C: using this guide: www.oszone.net/27689
2. Roll up the update.
As a result, component update 1803 (actual) was successfully installed.
